There are two bills in front of the Washington State house and senate that impact people in the Lake Wenatchee area,  House Bill 1018 and  Senate Bill 5176. These bills amend the current boater safety education requirements to require a boater education card for anyone 12 or over to operate human-powered boats or vessels, including kayaks, rafts, canoes, etc.  There is no “born before 1955” exemption as there was for a motorized boater card a few years ago.  Those under 12 years of age would not be allowed to operate human powered vessels without being accompanied by someone 16 or over with a boater education card.
